Ignition BEEEEEEP and dash light problems. HELP

On my 87 5.7 360 IROC, the ignition beep (the beep that comes on when you stick the key in the ignition) stays on a for a really long time, probably a whole minitute after i start the car and drive it. It's pretty loud and annoying. Also, the lights in my dash (SES light, fasten seat belt, hand brake, etc) dont come on at all when i turn on the ignition. I'm thinking these two problems are related but I'd appreciate it if I can get help on at least fixing one.

Is the battery light on?
Maybe a low battery or dying alternator.

nope no battery light. I have a feeling that none of the lights on my dash work. except for the lights for my guages (the ones you turn on to see them when its dark). Other than that, nothing lights up.
