Idling Rough and Running Rough

I have a 91' Camaro with a 305 T.B.I. When I start then engine cold it takes a few seconds longer to start up than usual. Then the engine idle speed will go up and down, almost cutting off and then idling back up. It will continue to due this until it reaches operating tempature. Once the engine reaches operating temp it will idle fine. But if I am at a stop and start to drive off the engine hasatates until the car gets going. When crusing down the road or interstate it seems to run fine.
It sounds like to different problems, but both started at the same time. Please note, I have already change the fuel filter and the oxygen sensor. Also I am getting a code "44" (Lean Exhaust) from the computor. Has anyone had any vacuum part problems with these T.B.I. engines?

You're almost on the right track. Check ALL of your vacuum hoses and intake sealing areas. Then I would perform a full tune-up: plugs, wires, cap, rotor, and maybe even have the module and coil checked at parts store to see if they are within spec. The early computers don't tell you much unless something is just not working so don't rely on the computer to let you something is wrong. They have a pretty large operating range to account for the aging sensors. If you are confident that everything is good then run a datalog on it and post the results.
