in the driveway...
well after a long wait i finally have my car sitting in the driveway and man she's a beaut. She needs a touch of work but for the most part is in amazing shape. The two questions i had were:
1. Where is the fuse box in the car because the lid for it for some reason is in the back seat
2. The parking break on the car is quite obviously broken what is involved in fixing it/getting a new one and installing it.

more issues
3. The car is hesitating a little on start up...it makes two little starting noise hesitations when i crank it and then it turns over and starts running. Hoping new spark plugs etc will help

lol you people are too slow ive already fized a bunch of the problems...found the fuse box and put the lid back on...its just the drivers side window and it started working again so im assuming a loose wire in the door that i can check out....my neighbour pointed out that the car's battery is on its last legs and the car needs new air filters....am going to change the spark plugs just because it probably needs it....so that should help with the rough start
id still like to know though what is involved in fixing the parking break the actual handle in the car is fine i think its just the cord to it is broken/ off maybe? not sure though but my buddy is probably going to take a look at it with me anyways.

from the time i bought it about 2 weeks ago i had put up like 3 different posts and i always had the same people helping me so i didnt bother posting the car but since you asked its a 1990 350 tpi...for full info on the car click here -----> my car!
The 3rd gen ebrake cable has 3 sections: one from the handle through the floorpan into the tranny tunnel, and two going from there to the rear wheels. If any one cable breaks, the ebrake will stop working altogether and the handle will just pull all the way up and do nothing. The only way to find the problem is to climb under the car and look above the middle of the driveshaft...that's where the three cables come together.
You found the fusebox, good. That wasn't hard. 
The window motors in these cars tend to do it. You may have to replace it sooner or later.
Definatly give the car a full tune up. Wires, plugs, all filters, oil, etc...If that doesn't take care of the hesitation problem, then we'll shoot from there.
The actual cable that slips around the ebrake in the center console has actually slipped off my ebrake a few times. It could be as simple as just getting into the center console thing reattaching the cable. GreatJ knows more about it than I do, so listen to him.

nice guys, lol, as far as the parking brake goes, the other thing could be is if that section of the drum/brake is not properly mounted on the rear wheels, I had a problem where the parking brake parts had fell of, the breaks still worked, but no parking brake, pull apart the drum, if it is drums and see whats up back there, make sure it's all mounted well.
thanx guys youve been a lot of help. I'm a complete newbie to cars and am having this massive learning curve here. My buddy is coming over some time in the next few days and were going to do all of the filters, fluids, spark plugs, etc all of the basic maintinance. I was actually talking to a guy i know (this man is totally loaded he has a viper and a restored 71 chevelle) and i mentioned to him that i bombed my emission test. He told me that he runs about 10 grand through his mechanic every year. His mechanic also happens to do emissions testing. He told me do all of the stuff that i had planned on and that really i needed to do anyways and then he'll send me over to his mechanic and his guy will test the car and then make the numbers whatever they have to be for me to pass. SWEEEET thats why youve got to have hook ups!
