Do you have 5volts at the sensor with key-on, engine off?
if yes, ohm out the sensor, it should be between 3300-4500ohms.
If good ohms, check the connector for good contact. Be sure the chip is fully seated, if ok replace chip.
if ohms out of range, faulty sensor, replace it.
if NO, less than 5volts, check for an open, or grounded wire feed or ECM bad.
if NO, more then 5volts, see if the wire is too close to plug wires, or shorted to voltage, or bad ECM.
