with what you want you need to have him drive a 500hp car. i don't think it is the same thing he remembers as a child. the old 302 camaros and 396ss were not the cats meow and not as quick as you might think. a TRUE 500 hp is alot of hp. the baddest corvettes and the ls6 chevelle were rated at 450hp. (the 3-5mpg came free) most superchraged cars are getting around 300-400 hp and that is a quick car. so make sure thats what you want. the higher the hp the worse the driving manners are.
if you wanted a decent car with good power i would recommend a 305 tuned port car and swap a nice 350 (possible crate motor with vortec heads). they make a nice intake for the vortec base. the new vortec heads cut for the larger springs will make a nice set that is normally around $600-700. use a nice tpis or comp cam with .215-.225 duration at .050 will give you a nice lope and still give great vacuum so you can drive it easier. if you are not machanically inclined it is hard to tune. so chose wisely.
you would definetly want some good gears 3.42 or 3.73 work great. a nice stall converter around 2500-3000rpm is great. that will get you out of the hole a lot better. a transgo shift kit (must)
if you NEED 500 hp you better start looking at 383 or 406ci. there is nothing wrong with 383 so i don't know why he doesn't want one.. would be my motor of choice. the rods are ok at that level but you need to recon them and use arp waveloc bolts. a stud kit is good insurance but not necassery. good oil pan and windage tray will pick up some free hp. anything comp cams is good products.
you need to check out the tpis guys, leginfelter, thirdgen.org. thay are great places to get info.. i really think you need to rethink the 500 hp goal. 400 hp is pretty quick and if he needs more nitrous is an easy 125 boost
