anyone know any sure ways of telling if an ecm or memcal is bad?

i just got an 87 trans am with a 305 tpi engine. it wasnt running right itd skip and sound out of time and was burning really rich. i noticed a bunch of vacume lines not hooked up so i hooked them up as best as i could without a vacume diagram and that got rid of the rich problem. but it still has a skip and a pop threw the exaust after its revved as the engine revs are going down. so i checked the codes and it popped up the normal code 12 and then code 41 and that was it. which i guess means it needs a new memcal or ecm. im just trying to figure out if theres a way i can check these without needing to use a friends stuff because i dont know anyone with a tpi car except someone that has a custom memcal he burnt and its an 86 which im not sure if there the same.

If the memcal is bad it will run in limp home mode and run extremely rich.
I ran my car for 6 weeks with a bad prom which I didn't know was bad.
here is vid of it,

Ya, the prom wasn't working at all in that video. We shot that video 2 days after the TPI swap was done. My programmer was burning bum chips but it looked like it was burning them correctly.
This is the carb setup I had originally,

Here is the TPI setup I installed,
