91 RS wont turn over

I have a 91 RS with a 305 TBI. It won't turn over and the fuel injectors won't work either. I have put a new start on and a new ignition swith and none of that fixid it. I don't know if it could have something to do with the chip in the key. If anybody has any ideas I would appriciate the help.

I get power to the starter, but it won't engage and the fuel injectors aren't running either when the swith is on.

Stupid question but, you sure you are getting 12 V from the battery? Have you tried a known good battery? Have you run the battery to the starter to try cranking it?

The fuel injectors won't fire if it's not turning over. They get their pulse rate reference signal from the distributor.

It could very easily be a VATS issue. Try this: take your key to Radio Shack and "try out" one of their multimeters to read the resistance from one side of the "chip" to the other. Then tell them you don't want the multimeter, but need a resistor with whatever value you came up with (or very close to it.) Go home and look at the bottom of the steering column. There will be an orange sleeve with 2 small white wires in it...disconnect the 2-pin connector that they run to and plug the resistor into the harness side of the connector. Crank the car. You have now successfully bypassed your Passkey system.

Could be a VATS problem, or the relay the VATS triggers so the car will start.

Most likely VATS. My car does the same thing time to time. I try 3 times or so and every time she eventually fires. Gotta try that bypass thing J mentioned...

On my 1991 RS 305 TBI there is a starter enable relay behind the kick panel drivers side.

One side of the connector will go up through the steering column. You want to plug the resistor into the OTHER side.
