I bought my Programmer from here,

Bought mine back in 2001.
I get my chips and adaptors from Craig Moates.

That is a well known programmer.
There are others such as these:
http://www.futurlec.com/EPROMProg.shtml

Google turns up all types of programmers. Nothing fancy is needed as most EPROMS used for F-L98 and F-LT1 ECM's are 27128's and 27256's.
