Not sure how GM prices the LS7/LS9 crate engines but according to this article the MSRP is very high. And it goes along with the general idea that engines built at GM Performance Build Center in Wixom, MI are out of the Camaros price point.
Hense the development of the lower cost mass produced LSA for Cadillac, Camaro and marine applications.
