Yes it did come with an extra set of wheels and tires.

Be careful with Hurd. I bought a used Z06 from them which I found out not too long after that it was in an accident and they failed to disclose that. I tried contacting them several times between my salesman all the way up the ladder and no one ever got back to me (I live in CT). I don't blame you on the ZO6, I had bought a new one 5 years ago and got tired of shifting and went for a 2005 GTO. I was disapointed with no Z/28 option from Chevy, but I plan to swap the engine for the LS-7.

I actually kinda like it with the front spoiler off, for some reason it still looks proportional to the side skirts.

Since the front spoiler is already off, you think you'll take the rest of the body kit off and get it painted?
