Car won't start intermittently - What are the possible problems

I have a 2002 SS. 75k miles, battery and cable were changed a couple years ago, maybe have 25k on them.

Sometimes when I try to start the car I turn the key and nothing happens, no clicks or slow starter or anything.(maybe 1 click but thats it). The volt meter reads about 11 (slightly in the red) before I turn the key fully.

Then I'll try again after a bit and it starts up fine, no slow turn over or anything. It may go a few days starting up fine every time, then have another episode.

What could the problem possibly be??

I feel like its not getting the signal to try and start but I don't know what that means. We have that little electrode thing in our key, could it be that something with that is bad and so the ignition won't recognize the key but then it finally does.

Once I tried to start it, turned the key fully,, and nothing but I just held it there and after about 1.5 seconds then it started up fast and normal.
