best 383 stroke rebuild kit?
If you are looking to rebuild a 3rd Gen or 4th Gen engine, you would probably get better results on "kit" selection on one of those "tech" boards. I don't think many of the people on the Advanced Tech board have a lot of experience with kits.

A little too general. What do you want to do with it? NO2? You'd better have something forged like Callies. NA? You could have forged pistons and stock rods with a balanced and blueprinted, nitrided crank. Supercharger? How many pounds of boost? You may need a forged set but not as expensive as for NO2.
Basically what I am looking for is a very powerful daily driver.

Supercharger: I was looking at the ATI Prochargers which can produce anywhere from 12-20 psi. I haven't done much research on the superchargers yet so, I'm still not sure.
Since I have to completely rebuild the car and convert to TPI I was also considering going with the TPiS Mini-Ram fuel injection system with a 58mm throttle body, large tube runners, etc.
Simplicity I was just considering a rebuild kit. One that caught my eye was Summit Racing's 383 stroker kit.http://store.summitracing.com/partdetail.asp?part=28095 I am just not sure if that will be able to hold up to the power that this engine will be capable of producing.
Heads/Cams: I have no idea. Has anyone had any with the Mini-Ram system from TPiS, that could suggest a set of good heads and cams?
As far as the block goes, It is a 350 out of a 87 Surburban, which I believe to be a 4-bolt main...I have yet to look at the bottom.
I was also planning on a T-56 tranny, carbon fiber driveshaft, and Ford 9" readend. Subframe connectors and a 5-point roll cage are also being considered.

If you're planning on dropping that much money into your car, the bottom end is not the place to skimp on. The summit kit would be OK for a 250-375 hp n/a car, but it looks like you're looking to make some power. If you're looking to go supercharged - esp with 12+ psi - you're probably going to need forged internals and a very solid crank.
Ive been looking at parts for my next engine. This is what ive come up with so far. Scat 9000 series nodular iron crank with 3.75 stroke, forged scat 4340 rods, and trw forged pistons. Not sure what your looking to spend but thats about 800 right there. You could upgrade for a forged crank for 200-300 more.
I'm looking at investing around $15-20,000 in this project anyway, so I don't see what difference a few hundred dollars more would make. I just want to make sure that whatever I end up building will be able to last and produce the power I'm looking for.
What are your power goals? With a project like this you need to know what you're doing before you begin. You already have a budget planned, and frankly, a budget that gives you many options. You need to decide what kind of power you want, what kind of driveability you want, what kind of mileage, etc.
You talk to Lingenfelter Performance Engineering and he will tell you the same thing I am going to say. You have to figure out if you want to run NO2, Supercharger or go NA before you go any further. Summit kit is cheap. A plus. I stopped reading after the 3rd item, hypereutectic pistons. Great for a stock motor. I believe even stock Ford 302s came with forged pistons.

For an '87 block from a truck, it may or may not be a roller engine, but it will definitely be a one-piece rear main seal engine. For use with a T56 you WILL WANT a one-piece seal crank, which are more expensive than 2-piece seal cranks. They make T56 flywheels for 2-piece cranks, but they're really expensive.
And if you're gonna put a blower or nitrous on this engine, most definitely get the forged pistons and forged crank. And even if you're not gonna right away, get the forged stuff now. You'll thank yourself later.
