Post All NJ guys inside!

Do any of you run a true dual exhaust? Does it pass emsissions? Is it legal to move the cat to make room for long tube headers? And last is it legal to have sidepipes?

I know its a lot but I need the info.

I can't answer your questions but I know MUFFLEX installs really nice systems on those cars all the time and I am sure they could make you one that would move enough air for your application. Check it out.

Technically it is a violation of Federal law to move the cats or change the number of cats. Since NJ is bound by Federal law, they can reject you for any system that does not maintain the cats in the original location. Practically, they need to determine you have moved them.

I have heard of people making it through "state" inspection stations with long tubes. Even after the visual was extended due to what appeared to be non-compliant cats/exhaust. I doubt the average "state" (actually run by the extremely corrupt Parsons company) inspector has the training or the resources to pin down the specifics of what your system should look like. Most of them seem to have to ask you how to open the hood.

I think the average "private" station may tend to overlook this, but it is getting harder to find a "friendly" station, because they are checked regularly by DMV undercover agents in cars that have been rigged with various non-compliant, or non-operating emissions equipment. If the station fails to catch the "errors", the inspector and the owner of the shop end up in "emissions" court, where they are routinely denied legal representation. Should they be found guilty of a violation, the owner could be fined $10,000 and be sentenced to 6 months in jail. A friend of mine works in a "private" shop, and has already been dragged into court twice by the undercover agents. NJ is rapidly becoming the "Gestapo State".

As far as sidepipes, once the exhaust makes it through the cats, you can do just about anything you want with it, as far as emissions are concerned. What you would have to meet is any state regulation that specifies where the exhaust must exit the vehicle for safety reasons. I do NOT know the specifics of NJ law, but I suspect that routing the exhaust to a point just in front of the rear wheels MAY be legal, as long as the end of the pipe is not under the car. You might want to check with a local station.

i thought you were allowed to move or replace the cats with better ones after 3 yrs or 50k miles as long as theyre legal?

I think I read that you can change cats if you have over 50,000 miles on them is that true? If you do just a true dual (without long tubes) will that get through emissions?

Federal law:

-You can not (ever) remove the cat(s).

-You can not (ever) change the number of cats.

-You can not (ever) change the location of the cats.

-You can not replace a cat that is under warrany unless it is certified defective.

These laws apply to all states.... it is up to the individual states to enforce them. That is why it varies from state to state. CA is rigid, NJ seems to vary based on how knowledgable the inspector happens to be. If the "DMV Mobile Inspection" team finds long tubes, they will fail.

You could put true duals only on a dual cat car.... 96 and up. And only if you kept the cats in the stock location, which would be possible with say the SLP dual-cat, emissions certified headers. If the headers do not have the CARB-EO number on the tag, affixed to the headers, they are illegal.

Putting legal true duals on a single cat car would be impossible, since you could only split the intermediate pipe right after the single cat.

I have given up on street driving my car in NJ..... it is now a "trailer queen".....

one nice thing about nj though, if you go to a state inspection center those guys are more worried about their next brake than what, where and how many cats you have
most of the time,(and i mean most, not all the time) as long as you pass teh sniffer they are not likely to look for much of anythign else.
which leads us to my car, my emissions are so bad that my car actually shut the machine off(this is not a joke, it actually happened). the idea to getting a car that has a bunch of work done to it into passing is to make the car as lean as you can get away with and go to a private station that is "friendly".the car will drive liek ass on teh way over there, but i have seen more than one car get through that way.
and then there is always collectors car vouchers. just show up, fill out the form, pay $22 and they will never stick a tester anywhere near your car. they check to see if it is way too loud(my friend got by that one by saying he aready had an appointment to get the "exhaust leak" fixed ) and they make sure you have a functioning odometer. other than that it is basically liek a classica car sticker, but without any special registration or insurance.

I'm pretty sure that can remove the cats under federal law with more than a certain amount of miles. But who gives a sh*t anyway all mustang guy's including myself run off-road pipes and almost any given muffler shops will do any kinda work legal or not

Fred is correct above re:cat removal relocate etc.. if they WANT to enforce it they can..
I have never NOT been checked for a cat at a state inspection station with the car and my Chevy van..[with a 'mirror on a stick'..
Though it appears they really don't know where they are supposed to be,[looking on wrong side, etc] they DO look for it..
Just because a 'muffler shop' will do an offroad pipe doesn't make it legal.. try getting thru state inspection with one...

Got any more info on the "collector's car voucher" ? I just made it through at a friendly station, but Stealth13's car doesn't have a prayer of passing even with a little wink and a nod.

ack nomatter what way you look at it NJ DMV& INSPECTION STATION SUCKS!!!! i swear they are wayyy to strict about everything, i had to rip of all the side window tint on my firebird just to pass for crying out loud. Im afraid to modify anything on my z28 now, when i took it through they were all under my hood like it was the bat mobile checking for tampering..if you have friends that work at a private shop that do inspections go there im sure you could get away with it

For cying out loud, why would it fail if it had long tubes? Say it had all the necessary equipment hookups, or did'nt but passed the sniffer anyway. Why would they still fail it.

Personally, I don't like the idea of some bureaucrat telling me what I can and can't do to my car. So long as it passes emissions, who cares? Someday the legislation will be to the point where you can not do anything to your car. Why don't these "politicians" turn into "congressmen" and start to worry about something more important, like the regulation of insurance rates?? Just my $.02
