evac line from tank to cannister?

Guy put new fuel pump in 95Z, by cutting the floor panel. He was gettting a strong odor of gasoline in car. I found the evac line broken and hanging by end of tank. I put a hose on it to the fitting on top of tank. I wonder if there is a vacumn control I bypasssed on top of tank where I could not see. He is stating if he drives about 60mph on interstate hwy for a couple of miles the eng shuts off, he coasts to the side of the road and it starts as if nothing happened. I drove it around town for 30min. it never shut off. I wonder if it's pulling too much vacumn on the tank. I hope some one who has had a tank out can let me know if there is a device I missed on the vac line since I can't see up there. The dealer print out is kinda vague on pic of the lines, can't really tell a lot from it. He did say the fuel gauge was acting crazy then went to 3/4 tank and is still there even when full. Clue maybe?

There is a pressure control valve between the tank connection and the EVAP canister. Shoebox has a diagram of the components (probably the same one the dealer gave you):

Thanks Injuneer; the pic shoebox has is far better than dealer pic, now I know what I got to hook up. I'll just cut another window over it and make it right.
