Rear Plastic Inner Fender popped out

Rear Plastic Inner Fender popped out
So, I had to take 4 people (3+me) in my Camaro a few days ago (unlucky for them) and that really weighed down the back of the car. I heard some rubbing but ignored it, because it was a short drive. It was dark when i got home, so I left it alone, but checked today, and I saw a piece of plastic leaning on my driverside rear tire from the back.
It has a screw hole but there's no screw(maybe a pushpin) , and its being held on at the top outside (by the fender lip) only. Can anybody tell me how to fit this back in? I cant seem to get it to slot into place, even holding it with a temporary screw, the bottom pops out. It looks like there's a mounting tab or something on the bottom, behind it, but i cant get it to stay.
If anyone has a pic of how this thing is supposed to look normally, that'd be great too, I might just be over thinking it. There isn't one on the pass side either, so I have nothing to compare to.
Also, the reason for rubbing is I'm running OEM C5 thinspokes without spacers , so they're tucked in a smidge too far. I BFH'd the fender well though, and it NEVER rubs, but I don't usually carry 3 passengers...

Thanks a bunch, I looked up how to get to the canister and got the panel back in place. Do you by chance have a part number for it? The rubbing made a small hole through the panel, So I wouldn't mind replacing it if i can.
