I want to buy a nice OBD2 scanner

I have an OBD2 scanner. It's an Actron CP9125, capable of reading and clearing codes, and that's it.

I'd like to upgrade to one that can show freeze-frame and live data. I'd also like one that can turn things on and off, e.g. the AIR pump, when the service manual calls for such things.

Bonus points if it's OBD1, EODB, ABS, or SRS compatible as well, but I'm 95% focused on American OBD2 functionality.

I'm looking at the OTC 9450, which Amazon is selling for $115 right now:

I'm not sure what the ability to turn things on and off is called, but I don't see anything on the feature list that looks like that. I'm willing to spend up to $200 for the right tool.

You will have to spend way more than $200 if you want the ability to turn relays and such off and on.

Can you give an example of a device that can do it? I assume the $2000 OTC Genisys can, but is there a middle ground?

It would take something like the Tech 2, if you're interested in GM, or the other manufacturers tool for their brands. There's Snap On, but they're just as expensive.

Tech 1A with a mass storage cartridge (want the 1982-2004 global version msc) show up fairly often around $500-600. Will only do up to 2004 (with the correct msc, there are a couple versions, mine goes to 96 or 98 and is only GM) but also works on Ford and Chrysler; bidirectional and supports engine (OBD1/2), brakes, chassis, air bag, etc. The original manufacturer of the GMtech units is Vetronix, bought out and somewhat still supported by Bosch. Also there will likely need to be some cable adapters needed for the 87 Buick to make it work as well for that vehicle.
