A dent and a couple scratches.. just need to know something

Some moron dinged my baby near the rear right tail light (just to the right on that panel there) it's not too bad but I just wanted to know... how much? would they need to repaint there, would it look new? and I heard on another post by MikeLS about this new paint they use thats water base or something, and that it's duller and weaker... would they use that?

I had some deep scratches on that same panel, and i know my body man. He said the best way you can ever go is to get the whole thing redone because if he just spots it, you will be able to tell the difference in about a year. My srcatches are still there, and they will be there evermore im sure. I dont have 900 dollars laying around.
