Sudden Surge in Power... PCM problem?

I have been having this problem when on the highway..
As I go through the gears at WOT my car just doesn't seem fast, BUT as soon as I hit 4000 rpm in 3rd gear it pulls as if a window switch has activated a nitrous shot! It is not the cam cause it just KICKS in out of nowhere!
My car is not putting the power it should be on the dyno..but when this occurs, it feels about how it should feel.. Me and my tuner are working together to get to the bottom of this, but are a bit stumped...

Any Ideas?

spark is not retarding, but I will check on the fluid level

do you have a copy of your tuned program? also, and dataruns that you may have saved? Does this only happen in 3rd gear, or is it rpm related?

this ONLY happens in 3rd gear at WOT as SOON as it hits 4k rpm...
It did it with my PCMforless tune, and it still does it with my Dyno tune.
I have a datamaster log that I think has an example of it..
