Can i set up Outlook to open my CZ28.com email?

Not with the free service. It is free because it is paid for with advertisements.

If you upgrade to a premium account, you get no advertising, the ability to read your e-mail using Outlook, etc. and more.

When you log into your mail account, look at the top of the account summary page under the Welcome line for the link that says "Get IMAP, POP & SMTP".
