What are the "clips" that go on rims?

What are the "clips" that go on rims?

Yea yea yea stupid question I know, anyways you know the clips that go on rims right at the edge where the tire meets? I dont' know what they're called, but WTF are they for?

I have 18" z06 rims that I had put on last year and the place that put them on did NOT put those things on, but then I just had my tires rotated and this other place put them on, they're like 1/4" wide and 1.5-2 inches long and on the chrome rims they kind of stand out, I hate 'em.

Wheel weights?
They balance the wheel.

Any respectable shop will put the weights on the inside rim or have the sticking ones.
