polishing tt2s

So I was thinking of buying some used tt2s 17x9 and 17x11. They come with bfg kdws and one rear tire is bad. It is starting to bubble on the sidewall. Anyways I could get them for 550ish. Then I would have to buy a new tire but the thing is they are powder coated that tan/grayish color with a polished lip. I was wondering if I could sand down the powder coat and then polish them up? Also what do you guys think of the price. I will pick them up he only lives 2 hours away. Thanks

Chemical Stripper should take the paint right off, and a bit of elbow grease and a day polishing should do the trick for ya. Any pictures?
