(1) 17X9.5 Z06 With 275/40/17 tires. any rubbing problems?
(2) Any problems getting a jack under the car with a 1.5 inch drop?

You should be fine with 17x9.5's I do have a small probe getting a jack under the sides but from the front and back it's not too bad

 

I don't have too much trouble getting a jack under the car, you just have to work at it a little bit. You also shouldn't have any problems running those wheels and tires either since they are the same size as the SS wheels and tires. You'll be fine.
