I have a 1994 camaro base. And I am curious if a 35mm offset will be fine for a package wheel and tire set I'm looking at. the wheel is 17x 7.5 and the offset i 35mm I can go to 42mm if I have to but mainly I'm concerned about is 35mm offset on the wheel and the tire is 245/45/17.

There's an FAQ stickied at the top of the Wheels and Tires forum topic listing that covers wheel offsets, tire sizes and wheel width questions. Unfortunately, there is no reference to 17x7.5" wheels, because I haven't heard of anyone using such a narrow aftermarket wheel on a 4th Gen. Most people opt for 17x9.0 or 17x9.5" wheels, with a 275/40-17.
A 17x7.5" wide wheel should be OK with a 35mm offset. That puts the outside edge of the wheel/tire about 1/2" farther out than the stock Z28 wheels, so it will look OK (other than being very skinny) and not rub on anything.
As far as a 245/45-17 tire (25.68"), its probably smaller in diameter than the base V6 wheels. What tire size came stock on your car? A 255/50-17 (27.04") is way too large. I ssuspect your stock tires were in the range of 26.0-26.5". If you can tell me the tire size from the wheel info label on the end of the drivers door, it would help.
In general, use a wider wheel, and a wider tire that matches the diameter of your stock tire. That tire size keeps the speedo accurate.

I know regular an z28's use the same suspensoin. But my originals I think are 215/60/16. Before I had the car my dad had tireplus put on 225/60/16. So im in the market for new wheels. I've been looking at several wheel and tire packages for a few weeks now. Even at 225 is a bit thin for a tire. I'd like at least 245 or greater.
That was an optional tire on the V6 models. Its a 26.17" diameter. It should mean that your car also came with 16x8.0" wheels. Going to a 7.5" wheel wouldn't be a step in the right direction. The 17x9.5 (45-56mm offset) with a 275/40-17 will fit perfectly. The stock wheels on the SS and WS6 models is 17x9.0" (50mm offset) and the came with 275/40-17 tires.
The 275/40-17 (25.66") will give you about a 2% speedo error. At a true 60MPH your speedo will be reading 61.2 MPH. You could use a 285/40-17 to get closer the stock tire diameter.

I'm not saying your car came with 275 tires. I know its just a base model Camaro.
I'm just trying to explain to you that your car has the exact same body structure, suspension dimensions and wheel wells as the SS and WS6 models, so there is absolutely no problem using a 17x9.0" or a 17x9.5" wheel on it, with a nice meaty 275/40-17 tire.
But if you want to use 7.5" wide wheels and skinny tires, go ahead. Its your car, do what you want with it. I was just trying to help.

yeah I understand. I just saw that some rims like the 245/45/17 can fit rims as small as 7.5 but I guess it would look funky having a rim rated right at 7.5 for a tire that supports at start of measurement. I'm looking at some 17x8's. I may seee what sears or whatnot has to offer but I may end up buying oneline some where.
