Most don't pay retail for these kinds of vehicles. Get them from drug bust of auctions from the same.

Well, I can almost understand a Sherriff's office - since they are more directly involved in drug busts...but the constable's office? Maybe I just don't know that a constable does (if anything).

Constable:

A peace officer with less authority and smaller jurisdiction than a sheriff, empowered to serve writs and warrants and make arrests.

A medieval officer of high rank, usually serving as military commander in the absence of a monarch.

The governor of a royal castle.

Chiefly British. A police officer.

The oldest form of law enforcement..... Some are contracted to patrol subdivisions.....

Also, Government agencies (Constables Office), schools and universities can buy Government surplus (impounded cars from the DEA) for 10 cents on the dollar.

not here they don't. constables are peace officers with all the same authority and powers of a regular peace officer. the constable jurisdiction is usually a precinct within the county. they can patrol that precinct, answer calls for service, etc. the constables are specifically tasked with civil process, but not limited to it. they serve civil papers, mental warrants, etc. in larger counties, constables may have dedicated traffic units, K9, and all sorts of stuff.
