Sounds to me like officers who aren't working while on the clock weren't really helping with the 'shortage' anyway. *shrug*

I'm in sales, and it is very true about officers on duty, just hanging out. I would drive by the same gas station almost every day and see them playing video poker in a group. It was like a scene out of a movie...playing poker, smoking ciggarettes, and eating dough nuts. I haven't had any problems with them(HPD), but if you're not doing your job, then you should be punished. Like you said, they weren't helping out the "shortage".
