Exhaust Inspection Question

So when I bought my car the previous owner had ran a system with out cat's so I'm unable to pass and now about to do a whole new system with the SLP loudmouth and was wandering to pass will i have to have 2 cat's or can I get away with just one. I dont have to worry about passing any tests they just look to make sure its there any help you guys have is appreciated. Thanks.

it must be 2 cats if the car came from the factory with 2 cats
