light throttle surging

i have a light throttle low rpm acceleration surging issue. only seems to happen in the lower gears 1-4, and below 2500rpm, i have a 5 speed. i have a few extra coil packs and have switched them out with no success in getting rid of the problem (all of which ohm out good). the wires are good, home made to not touch the pacesetter headers, and the plugs arrent that old.

i did have a scanner on it and at idle im getting like 11hg of vacuum. now i know that it should be like 18, but i cant for the life of my find a vacuum leak. the drivers side of the intake is starting to leak a tiny bit of oil, we're talking not even half a quart over 5000 miles has been leaked/burnt. but i just cant see the intake causing this problem.

any insight would be appreciated.

i guess its not showing my signature. for more info, the car is an 01 5 speed 3.8l with a few mods, headers high flow cat, catback, cai, posi 3.73's.
