Help on blowing fuses

Just purchased a 95 firebird 3.4 with 60,000 miles. I noticed the defroster and power seats don't work. I pulled off the fuse panel and found no fuse where one should be. I figured it would be an easy fix. I barely started to put the 20 amp fuse in when a spark almost blew my hand off!!! The fuse didn't blow but the spark ate out a nice gouge in it. Needless to say, I didn't try it again.
Am I right to assume that there is a short somewhere in the defroster and/or seat? What would be the fix? Its a convertible top, so the back window is not that big to scrape if I had to!!!

You did try this with the engine off didn't you? I say try it again with the battery disconnected. No Juice No Blues...
