hard start problems

Spark plugs replaced, new battery, new alternater, wires checked, battery cables checked, new pvc, new fuel filter and still takes quite a few cranks to turn over. Battery almost year old, alternater 2 years old. every thing else installed over the weekend. As soon as I get wires delivered I will install. No ses light. But when it finally does turn over the engine rpm goes up and down like it is going to die and than goes up and down till it finally evens out. Ones i drive it is normal. rpm is good, voltage is good. What gives. Could it be a senser. The fuel pump turns on right before I turn the key to ignition and it works once car is running. What is the diagnosis?
