Time for a tune up:
plugs, wires, pcv valve, fuel filter and so on.
I get 30-31 mpg on the highway

Honestly a simple tune up will work wonders.
Air filter and assorted fluids too

do O2 sensors start to go bad , or do they just stop functioning properly all of the sudden?

for the 3.4L guys, I was getting 12 mpg city, and 17 mpg on the higway, I switched the 02s, and no I am back to about 20 in city 25ish on highway.

I have a little bit of a heavy foot though.

On a 96, its very possible its your o2 sensors, I wodl swap them, might evne notice a slight improvement in power.
