Yes. There is virtually no "Ram-Air" system that will suck in water.

Water coming into the intake sounds like a feesible idea, and true if water did get into the intake it could cause damage.
However, the problem with that theory is that
Water is too heavy to be gulped in without PSI behind it. So, with a supercharger, yeah maybe...maybe.

Now your Air intake may be a little wet if you just ran through a puddle at a speed you shouldn't be running through puddles in. But unless you actually submerge the air intake (put the hood under water) the chances of you bringing water into the engine are very minimal.

The Free Ram Air Mod, you really don't need to worry about. If anything, worry about something like the FTRA, and even then, they are completely safe so long as your are smart and responsible.

I think you are better off to do the raised air box mod. The FRA mod is just a hassle. Lots of crap just get sucked into the filter. You see a black strip with tons of little pebbles and tiny debris in no time. The air filter gets damp from a down pour, even though you make sure not to follow cars/trucks to avoid the mist getting kicked up at you. I blocked mine off. A lot less crap to shake out of the filter.
But, if you don't mind having to deal with a constant dirty filter and having to clean it(K&N,Holley) often, then by all means, cut it up.

Yup, I did it on the V6 Camaro. Got a black strip right away plus pine needles. The gain is very minimal, not worth it.
