ok ive seen a lot of these.. maybe im late on the discovery.. but whats the deal?

is this safe for the car? im asking because im short on cash at the moment.. but thats no reason for my cars power to suffer
... and if it adds what it says it does... that aint half bad for the price. I know to some it might seem kinda stupid or whatever... but if it actually adds what it says, and wont harm my car, id be more than happy to sport one for that price.
