95 Camaro 3.4 HELP

Hey my buddy called me with a problem with his camaro. He just got the car back from the tranny shop and the motor is acting funny. He replaced the EGR valve. Here is the problem. With the car in Nuetral it wont rev past 4 grand. When going to pass someone the car just falls on its face. I dont know much about a 3.4L. Here are some suggestions I shot out to him. MAP sensor, TPS. He is bringing the car down for me to check out. What should I check first.

How could the converter keep it from revving all the way up in nuetral. its a brand new converter.

Sorry, catalytic converter, not torque converter.

A clogged cat impedes exhaust flow and one symptom is loss of power in upper rpms.
