If the GSX's mods are true, you win. That configuration will run maybe 13.80 at the quickest, with a 98-100 mph trap.
I'm surprised with all your other mods you haven't ditched those gears yet. That'd make a huge difference in your car's performance, esp. considering you have an automatic.

The guy needs to go more than 15 psi on the stocker and with a bigger turbo he'd have some real fun. Stock the car ran 14.9 - 15.0 @ 91-92 mph which can't be much fun these days when even a Hyundai family sedan is faster (and traps 10 mph higher).

There have been quite a few stock turbo'ed cars in the 12s, and the "Stock Appearing" class at the DSM shootout usually had some 11-sec timeslips in cars that truly looked showroom stock under the hood.

This is just a theoretical race between my Formy and my friends soon to be GSX [hasn't purchased it yet, and it's bone stock].

The first thing he's going to need to do then is a full 60k service if there isn't proof that the original owner had it done recently. This is a timing belt, all new drive belts, water pump, and timing belt tensioner. While he's at it he might as well do the heater hoses and the small water lines that go to the turbo. If any of this is skipped, there's a good chance of him being left at the side of the road. If the t-belt goes, he'll need a new engine or at least whole top end. I lost my 89 Mirage turbo that way -- was too broke to do the Tbelt and lost the engine as a result.
Too often, people buy an older car and want to start modding when it needs regular maintenance first. If it's skipped, the car will break and then they bitch about "unreliable DSMs" when it wasn't the car's fault. It can cost almost $1k to get all that done so it's not cheap.
There's also a good chance the clutch is shot. If it isn't, it will be as soon as mods are done. It's one of the great DSM Modding Facts of the Universe. Another one is: If the transmission is notchy or grinds going into 2nd or 3rd, it will not be cured with better fluid; it needs a rebuild with new syncros.
Anyway, to go faster on the cheap, he needs to strap a K&N to the stock air can (see any other DSM underhood pics), do at least a downpipe (catback is less important on a 14b), and set the boost at 17-18 psi assuming 93 octane. The "old school" tuning method is the Apexi SAFC; I'm not up to date on any newer options for the 1st gen DSMs but there may be fancier methods available. Rewiring the fuel pump with a relay & 10 gauge wire never hurts either, and helps out when the pump is upgraded later. Voltage = good!
Other useful tidbits to add is a "J pipe" at the turbo's outlet. Aftermarket pieces are larger and make a smoother bend, allowing more flow than the stock piece. Going with a metal upper IC pipe can't hurt either.
So there you have it. I'm obviously not an F-body guru but I've owned over a half-dozen DSMs since buying my first one new in 1992 so I'm pretty decent with them.
Oh - and if he wants all the routine maintenance done right, he can always schedule it with Buschur Racing -- it's just a drive up the turnpike from where you are. Their labor rates are reasonable and you know it'll be done better than by the book.

The current owner had a full service job done to it [his uncle owns a shop] and has recipts of the work [timing belt, tune-up, water pump ect]. I didn't drive it, so I don't know how the tranny is.

To the OP sell your freakin car if you dont think you can beat that turd. I dont care if your car is stock or isnt. If you are scared of that and need to ask your chances, then do the car a favior and sell it to someone who wont make it look so bad.
