'99 Z28 vs. '07 GT
A good friend who's always been a Mustang fan will probably be buying a new GT in the next 2-3 months, with an automatic (wife can't drive stick).
I've seen these cars in the 13s stock (at least they claimed to be) at the track before. Once his car has been broken in, where do you think he'll be, and where do you think he'll be with all of the bolt-ons I have? He plans on doing a cat-back fairly soon and maybe headers and intake.

He has no chance. If your friend is smart he will get a programmer and go on a 91 octane tune. Just this mod can add 20-25 at the wheels and get rid of the ridiculous torque management feature that kills times. He will still lose, it will just be a little closer.
it would be a good race, but those things get fast, not sure about the autos, my friend has a stick, full exhaust, programmer, tunes, intake and he already ran a best of 12.8 in the 1/4 in northern jersey.
An LS1 makes more power than the 4.6L, no question. The cars are similar in weight, although I think a 4th-gen F-body is slightly lighter than the '05+ GTs

Anyhow... I've seen a few bone stock automatic GT's run in the 13.5 - 13.6 range at OSW. An SCT X-cal will make the GT a good amount faster than stock. (20-25 RW gain isn't uncommon) Cat backs... very negligible, Corsa claims like 7-9 RW. Most of them barely show a gain on the chassis dyno. A friend of mine put one on his modded 05' GT nd saw 3 RW I believe. Not worth the $500+ IMO.
If the guy gets an X-cal, stall, and tires... I would be worried. When he first gets it and it's all stock... you should be able to pull at least 3 cars on him from a dead stop.
