Tight E-brake cables..E-brake adjustment

Tight E-brake cables..E-brake adjustment

Is it possible to lube or recondition the rear e-brake cables so they are not so tight?

Also I have a feeling that the rear e-brakes are not grabbing like they should. Who can explain how to adjust the rear e-brake, I think there are a pair of set screws on each caliper.
