it takes two hands to even spin the rotor with the calipers on. i was under the impression it should spin with little resistance. also, when i pull the rotor back and forth towards me, it moves about 1/4 inch. should these move at all?

If you just changed your brakes, I would say no. They will be a little hard to spin. Mine always are, after I change brakes. Maybe not two hands to spin them tight but tight none the less. As far as the movement, they will move back and forth until you bolt the wheel on with the lug nuts. Then they should be tight, not able to move at all. Hope this helps.

if your car is in gear, it'll also be pretty hard to spin :P

there will always be a bit of drag if you just try to turn your rotors by hand with the calipers (hence pads) on them.

For the fronts you'll need a bit of force with your hands on the rotor to be able to turn them and even then you can only turn them maybe 1/4 turn at the most. If the wheel is mounted on the front then it should spin more since you have more leverage with the wheel mounted to turn them.

At the rear you have more things to overcome drag wise like axles, diff, driveshaft, tranny output shaft so it will take a lot more effort to be able to turn the rotors by hand. Again if you have the wheels mounted then it will be easier but less so as compared to the fronts.
