Lower ed, now need help w/ adj. PHR
Now that all my parts are *cough* in the right positions, and the car is lowered and ready to go, how to I adjust my PHR to center my rear end? Mine you have to remove/adjust/install with each time so I would appreciate the best/fastest way to do it. Also, should I put my torque arm on first before the adjust? Or can I adjust the bar beforehand? (easier on me) Also I don't have LCA relocation brackets. (car won't be road worthy for a few months)

Here's what I'd do: Jack the rear up by the pumpkin, throw some jack stands under the axle. Measure how far you want to move the axle, and which direction. Unbolt one end of the Panhard bar, and shorten/lengthen it by the amount you want. Reattach it, recognizing that there will be some prying and what-not to get the axle or car shifted. Double-check your measurement, it's probably awefully close at this point.

So the point is to get the rear end level? I guess my question is how do I know how much I have to move the rear? Should I put a level on the axle tubes? I know how to move the bar in/out it's just how do I know where and how much to move it is the problem.

Ah. No, the idea is to get the axle centered under the car, left to right. So measure say from the ouside of the wheel to the fender on each side, to see how far the axle is shifted - then the panhard rod will let you shift the axle left or right.
