Brakes are gone!!

I just did a head/cam swap and other stuff and had the car dyno tuned and lost my brakes. I had brakes before the dyno tune, but now they are gone. Could the tuner had done something? The car doesn't idle any lower or anything, so what could be the problem?? The brakes will stop me at higher rpms, but down low they don't exist. I can get them to pump up every once in a while, but other than that, the pedal goes all the way to the floor and the car just slowly comes to a stop. What's wrong? I am going to bleed them and see but are there any other possibilities?

Vac pressure is low... Might need a booster ...

That's what I thought, but I had brakes before the dyno tune. I noticed that the rubber diaphram under the brake fluid cap was ripped and I thought air may have gotten in. Any other suggestions.
