the kid that had my z before me was driving around one day and when he got out of the car he noticed the PS rear rotor was like glowing red because the ASR was frozen shut on it so it was constantly braking. him and someone at a car shop in town took off the asr system and got a new caliper and rotor and such but never put the asr system back on. would this cause the ABS INOP light to always be on? i always thought it was that, but if theres something else making the light come on what would it be? thanks in advance

The ABS system uses the sensor and reluctor gear from that wheel so yes that would cause your ABS light to come on. There's also around 50 other codes that can cause the ABS light to come on.
