how the heck does a public business using cell phones for contact numbers sound legit? if i would have know that i wouldnt have done it. I figured that since they were a sponsoring vendor i could rest easier.

Now, to be fair, it's possible that they don't have land line service out there or that cell phones are just cheaper (free long distance and a ncie tax writeoff for a small business). When you call, you get a voicemail for MMCRacing. Maybe you guys whould try calling and asking what happened.

Make a note of names and what is said in case it doesn't get resolved.
If all fails, you may be able to report it to paypal; they're pretty ruthless when it comes to tracking down scams.

 

If they're a sponser, why hasn't the board admin team gotten involved. They should have all the contact info right?

They should be using the Paypal refund feature. Quick and easy.
Assuming they kept track of who entered the drawing (You would think that would be a requirement)
They're either very disorganized or banking on people not following up (with PMs or paypal FRAUD complaints)
