I am moving to Florida in August. Will I be able to get a Florida driver's license if I am living in a college dorm? If not i have to drive the car back up to NJ to get inspected in October

It all depends. If you're definitely planning on living in FL after college, then you need to register it down here to avoid your NJ emissions testing in October. If you're uncertain where you'll be, then you'll have to get it tested in Oct.
College students may have some kind of exemption I'm not aware of. But as far as I know you have to update your license if you change residences for longer than a couple weeks. Some cities crack down on out of state tags too. Where I used to work at the cops would keep a log of out of state plates and ticket the car if they consistantly saw it for longer than a month.
You can get a Non-Resident License. It is a regular driver license "Valid Only In FL". Show any cop that and your student ID and you are fine.

Jsut switch residency, if you can, may want to do it to maybe get in-state rates as well.
