im not 100% sure, but i think they have vents. so some water can get in, but it flows back out. id make sure to block all of those off, and put a bead of silicone sealant around the seam between the body of the signal and the lens. that should make it nice and water tight

I had it happen on my birds before too. The bulb gets wet and then blows. I couldnt figure it out but i made sure the bulb holder was held in tight and that there was no openings for water.

Two places that water can get into the light. Around the seam between the lens and reflector, and around the socket rubber seal.
As stated you can seal the seam with clear silicone, and the rubber seal with dialectic grease. I either leave the bottom of the lens unsealed or drill a small vent hole in the bottom of the reflector(housing). This allows for the tranfer of air and moisture.

^^^ What he said. I just drilled a small hole in the housing (NOT THE LENSE) to allow the water & moisture to drain and I haven't had a problem since...and that was probably 10 years ago. Since the hole is actually behind the lense in the housing, you can't see it.
