TPS% runs smothly to 100%,then hits 4% w/last 5% throttle travel,/??????

TPS% runs smothly to 100%,then hits 4% w/last 5% throttle travel,/??????
Why would this happen??,already replaced the tps sensor,didnt help!,needless to say I'm trying to solve a full throttle shift problem,the funny thing is voltage scale works normaly!one other thing,after it hits 4% it stays there untill a restart?????
