What headers

I have 94 z28 stock with bolt ons,I want lt headers ,but people tell me you lose alot of low end and gas mileage.I can get a super deal on some pacesetter mids but I am not doing all that labor unless I see big gains.

you will see bigger gains with longtubes than you would mids or shorties and as the gas mileage goes it shouldnt affect it when i put my lts and true duals on i seen about a mpg increase

In theory, the longer the primaries, the more low end torque you will see. The length "tunes" the scavenging to lower RPM. What could hurt you would be putting huge primaries (e.g. 1-7/8") on a stock engine. That will slow the exhaust gas velocity down, and hurt scavenging.
