Exactly what time frame does this site run on?

Exactly what time frame does this site run on?
Its 10:45 here in chicago which means its 11:45 in New York and 8:45 in California but here in cz28.com its 4:45 a.m. whats up with that?

The server is on Eastern Standard Time, but you can adjust things so it shows the proper time for your time zone.
User CP > Edit Options > (Scroll down to) Date & Time Options.
Select YOUR time zone (which I assume would be GMT -6:00 hours Central Time...) and click the "Submit Modifications" button.
