Angry Road Tar?

Yesterday, as I was driving, I came upon this area of road that was all sandy, and I didnt think too much of it, I didnt see anything out of the ordinary other than some sand on the street. Well, that was a huge mistake, because when I got home, I found out that the sand had been mixed with like Tar and Oil for the street. Well, the sand was stuck to my wheel wells and the areas around them. I tried to wash it off, but all it did was just sticky and all smeary looking. This is pissin me off, how can I get this junk off without ruining my paint. Someone told me to use mineral spirits and wash it off right away. But that seems a little harsh for me, but if itll work, then ill do it.

Turtle wax did jack to help the problem out. Once I got most of the stuff off the paint with a combo of soap and penetrating oil, the residue that was left I hit with the bug and tar remover, and it kinda helped.
