clear coat issues.

I have a 2000 vert with only 18K on it. It is black. It has never seen rain, snow, gravel, etc. Simply a weekend toy. The car is stored with a cover. Towards the end of last season, I noticed it always looked "dusty" even after I washed it. I just assumed it needed some good elbow grease and tlc. So I took it out of storage this last weekend and I can't get it right. I don't know what it is. It looks like the clear was lightly sandblasted or misted with overspray. It's really hard to explain and I doubt it would show in a picture. If you have ever had a black car it looks just like when you wash it and then drive it about 30 min. It just has a light dusting on it. At first I thought I must have driven through an area where they were painting stripes on the road nearby or something. But it is not bumpy - smooth as can be. On a test section, I took all the old wax, etc off, used Meguiar's Mirror Glaze Fine Cut Cleaner and then their show polish and it made no difference. I haven't tried the clay bar yet. Has anyone else seen this or know how to get rid of it?
TIA

Re: clear coat issues.

When the car is clean, place your hand in a plastic bag and gently rub the finish...if you feel lots of bumps, grit, etc. it needs to be clayed.
