Cleanin' it up!

Well I decided to have my uncle clean my car up really good since he used to be in that business. I then realized that I wanted to try to fix up some of the sctratches in my paint. I already have touch up paint that I had from before that I can use. But I wanted to know what I should do for this.
I'm guessing I should put on the touch up paint before he buffs it and stuff. But should I also apply clear coat? And if so, when? What kind of clear coat do you guys recommend?
Also, should I use rubbing compound on the areas I do with touch up paint or should I just let him take care of those spots or what?



On a sidenote, I am thinking of painting my passenger side mirror housing, it got freaky looking somehow. I am planning on taking it off all together and then painting it. You guys have any suggestions on this because honestly I have no idea where to start on this.
