i had my camaro painted about 3 weeks ago, and it developed water spots. i was told to use the clay bar to remove the water spots. has anyone tried this? also how long should i wait before i begin to use the clay bar?

You can clay right away. It won't hurt the paint.
The only thing you have to worry about with fresh paint is applying any type of wax or silicone product to the paint. Both will seal the surface and prevent further curing. Of course, with new paints the off gassing happens a lot faster than older paints. I'd wait 30 days before waxing.
You can use a bodyshop safe glaze on the paint (no silicone in it) or the clay bar on the paint with no problems.
